Joey Dean is Matty Dean's brother. Is this a first, to have two brothers who have each played Billy?

No. It's not a first. Carson and Brody Burr shared the role of Billy in the Manitoba production of BETM back in October of 2016 and Silas and Kalle Lorenz also starred as Billy in the Vaasa, Finland production in September of 2017.
