According to this article in the Western Morning News, four boys have been cast to play the role of Billy, though no names have been announced. The article quotes child casting director Jessica Ronane about the "ins and outs" of the casting of Billy and Michael in the show.

It was interesting reading the comment about it being harder to cast Michaels than Billys. Sometimes I think we might take the Michaels for granted. It goes to show the hard work done by these casting folks to bring us such talented kids!

Tickets for Edinburgh have gone on sale now (http://www.atgtickets.com/shows/billy-e ... playhouse/), I've already got my tickets for the closing performance but I'm going to try to work out the cast rotation and see all of them.
