That would most likely be referring to Cesar Corrales, who has already been formally announced as one of the three new Chicago Billys. Liam and Cesar both attend the Canadian National Ballet School.

When I was in NYC, a few weeks ago, I was told that there was a kid named Liam that would be a Billy soon (don't want to divulge any sources, as I don't want to get anyone in trouble). This person told me that he was sort of a cross between Trent and David A. This person also told me that there were three other Billy's currently attending Billy School. Not sure if the new Chicago Billy's were part of that group or not.

The Chicago Billys have been training in NYC, I believe, so I am reasonably sure they would be part of that group, but I am also reasonably sure there are other future Billys in training as well. It's a constant "Billy mill." Has to be because of the turnover.
