According to the New York Times, Peter has been cast as Billy:

Thanks for posting those videos Porschesrule. The dance in the "Teen Mr. StarQuest competition" looks similar to "Electricity". Peter looks like an excellent dancer.

The earlier announcement issued by the NH School of Ballet, that Peter would be debuting tentatively on August 28, would seem to be the correct timeframe based on the announcement that Liam and Michael will be leaving the Broadway show on August 29 and September 5, respectively.
