A Change.org petition - lower theatre admission age to BETM?

This petition appeared on Change.org today. I have to admit I was not aware there is an age requirement for BETM audience members who are unaccompanied minors. I thought I would post the link here:

From the VPT website T&C's:

"Every member of the audience must be in possession of a valid ticket, which must be produced to gain entry to the theatre. Please note that children below school age will not be admitted and all children under the age of 16 must be accompanied by an adult."

I am aware of that age restriction; however, the petition states that he or she was told that anyone under 18 is not allowed.

I came back in the evening, only to be told that if I wanted to go into the theatre alone I would have to be over 18 due to evacuation issues.

If the site says 16 and the writer was 16 or over, then it appears to me that the box office person must have made a mistake in denying admission to the writer. It seems to me that a letter to the theatre management would probably clear up the issue, and possibly result in a refund on the ticket. It wouldn't make up for the disappointment of missing a particular Billy's performance, but the theatre management has no control over who is performing at any given show.
